Activity slowed in the second half of 2020 amid a tumultuous public health situation and increased restrictions on retail and food service operations. Some department store and grocery retailers are doing better than ever during the pandemic which has helped big box activity, but by and large, shopping center demand and traffic is down significantly, limiting expansion for operators in different lines of business.

Certain big box operators were impacted by the reopening and closing due to fluctuating regulations from the City, County and State. In early December, Governor Newsom announced another stay-at-home order amid rising COVID-19 cases and evaporating ICU capacity. The shut down has forced all personal service operators to close and all bars and restaurants to close except for carry-out or delivery service. Movie theaters and other entertainment venues were also closed. The order was lifted in January, but restrictions on certain businesses remain for the near future.
